Don't recollect exactly the path from UI. Admin should be able to remove download permission for that role.

If not then you can change it in user permissions related configuration xml(Not ideal thought).

Else create new role with similar permission as collaborator (except download) and use that role.

I dont think with permission you can achieve.

You need to hide all download place from UI base on user role.
