No, I believe the alfresco.war needs to be running.

Login page will be displayed as long as share.war is started properly.

In an unexpected machine reboot, we have often seen db problems, but it seems is not your case.

Check out all log files in tomcat/logs folder at startup time, and check that you have enough disk space in your server. The file you posted is not longer available so I can't say much more...
