Using Alfresco Community Edition 4.0

 The "New User" and  "Upload User CSV File" buttons in the Users Page have become disabled. Does anyone know why this would occur? We are unable to add users.

Hi:

Alternatively you can use webscript/REST API to create users.

For example with Alfresco Shell Tools from command line:
