Adding new subsystem on Community 5.2

How adding new subsystem on Community 5.2 ?

I edited mimetypes-extension-map file.

    <config evaluator="string-compare" condition="Mimetype Map">
        <mimetypes>

                <extension>test</extension>
                </mimetype>
        </mimetypes>

What should I do next ?

Which type of custom subsystem you wanted to add ?
What you wanted to do with that subsystem?

From the example code it looks like he just wants to add some mimetype / transformation support. Unfortunately they either did not express themselves properly or the Google translation messed up...
